Barrett Business Services (NASDAQ:BBSI) Q2 Earnings Miss as Hiring Softness Offsets Client Gains

BARRETT BUSINESS SVCS INC (NASDAQ:BBSI) delivered second-quarter results that trailed analyst expectations on both revenue and earnings, as persistent softness in client hiring offset another quarter of strong new client additions.

Revenue and EPS Versus Estimates

For the quarter ended June 30, the company reported revenue of $319.3 million, up 3.8% year over year but roughly 2.6% below the $328.0 million consensus estimate. Diluted EPS came in at $0.52, down from $0.70 a year earlier and about 8% short of the $0.57 analysts had expected.

The growth picture was mixed. Gross billings rose 3% to $2.29 billion, helped by higher average billings per worksite employee and net new client wins. But average worksite employees grew only 0.5% year over year, and management said existing clients have not yet resumed hiring at the pace previously anticipated.

What Drove the Shortfall

The earnings miss was concentrated in cost lines tied to the PEO book. Gross margin as a percentage of gross billings fell to 2.8% from 3.3% in the year-ago quarter, driven by:

  • Workers' compensation expense: 2.5% of gross billings vs. 2.1% a year ago; favorable prior-year adjustments were $2.0 million versus $8.8 million in Q2 2025
  • Benefit costs: 1.3% of gross billings vs. 0.8% a year ago
  • Payroll taxes: 6.9% vs. 7.0% a year ago

CEO Gary Kramer noted that pricing in the workers' compensation market is firming and improved through the quarter, but the comparison against last year's unusually large favorable claim adjustments remains a headwind.

Market Reaction

Shares were unchanged in after-hours trading following the report. The stock had risen 7.3% over the past month before easing 2.1% over the past week, suggesting investors had already positioned for a softer quarter and are weighing the margin trough against the company's longer-term pricing power.

Balance Sheet and Capital Returns

The company remains debt-free, with $67.9 million of unrestricted cash and investments at quarter end, down from $91.9 million at the end of Q1 due to share repurchases. Other highlights:

  • $15.0 million of stock repurchased in Q2, or 486,811 shares at an average price of $30.92
  • $40.3 million remaining under the $100 million buyback authorization
  • Quarterly dividend confirmed at $0.08 per share, payable September 4
  • More than $39 million returned to shareholders year to date

Outlook and Guidance

Management updated its 2026 outlook to call for gross billings growth of 3% to 4%, average worksite employee growth of 2% to 3%, and gross margin of 2.70% to 2.75% of gross billings. First-half gross billings growth of roughly 3% puts the year at the low end of that range.

Analysts currently model third-quarter sales of about $344 million and full-year sales of roughly $1.33 billion, which implies a modest acceleration in the second half. The company's guidance is more cautious, and Kramer said 2026 is still expected to be the low point for margin as cumulative pricing actions build in the periods ahead.
