What the initiative would do

• Study youth vaping and tobacco use. The CDC would expand state-level tracking and use faster surveillance methods to learn more about what products young people use, how often they use them, how flavors factor in, and whether vaping is linked to later cigarette or cigar use.
• Examine how young people get these products. The initiative would look at access points, distribution methods, advertising exposure, and marketing strategies used by manufacturers.
• Research health effects and nicotine levels. It would study product design, nicotine delivery technology, biomarkers of exposure, health impacts, and how much nicotine these products contain.
• Develop guidance for schools and health providers. In coordination with medical organizations, the government would create and share guidance on how doctors, schools, and others can help young people who use e-cigarettes or similar products.
• Identify prevention and quitting strategies. The initiative would look for effective ways to stop youth from starting, reduce use, and improve access to quitting support, including digital or technology-based services.
• Create public education campaigns. The Secretary of HHS, working with the FDA Commissioner and the Surgeon General, would launch campaigns to discourage youth tobacco use and explain the risks of e-cigarettes and other emerging tobacco products.
• Continue state and local support. CDC tobacco-control funding would continue to support state, local, territorial, tribal, and related health departments and organizations for prevention and quitting efforts.
• Evaluate school and community programs. The initiative would assess what state, community, and school-based approaches work best to prevent use and connect young people to cessation services.

Administrative requirements

The bill says the new work should not duplicate other HHS activities. It also requires HHS to submit a public strategy for carrying out the initiative within 90 days after enactment.

Funding

The bill authorizes $100 million per year for fiscal years 2027 through 2031 to carry out the initiative.
